[Rumpus-talk] Sub admin notices are blank

Anybody have any info at all why there's nothing in the sub admin notices? They just come up with - 
"The message body of administration notices are completely dynamic and cannot be customized"
No matter what activity my sub admins a=engage in that's all I get. Is there something I'm missing or doing wrong? Are these notices not enabled yet? I couldn't find anything in the documentation or the Rumpus archives.
