When an Event Notice is set with "Send One Notice For Entire Session"  
OFF, Event Notices are triggered more or less immediately, and there  
will generally be very little delay at all.

When that option is enabled, Rumpus only sends the notice once the  
user session ends.  This is obviously a requirement, since Rumpus  
can't send a notice listing all files transferred during the session  
until the end of the session.

In this case, if a user doesn't log out (for example, if a Web user  
closes the browser without clicking "logout"), then the session only  
ends when it reaches the inactivity timeout.  Since the Event Notice  
is only sent at logout, this causes an apparent delay in sending the  
message.  The WFM inactivity timeout defaults to 1 hour, but is set on  
the Advanced tab of the Web Settings window.
