[Rumpus-talk] Users viewable through the app, not the web

Sorry for the delay on this...

The usual reason you might not see all users via Web administration is  
that Web administrators are considered "sub-administrators", and will  
only see user accounts whose Home Folder falls within their own.  An  
administrator account with a Home Folder of "ROOT" will see and be  
able to manage all user accounts.

The reason for this is that for many servers, it makes sense to have  
multiple administrators, each with their own group of users.  To do  
this, all you have to do is give each administrator their own Home  
Folder, and then assign each administrator's users a Home Folder  
within the administrator's folder.  It also makes sense because an  
administrator, like any user, should only be able to manage content  
within their own Home Folder, so an administrator shouldn't be able to  
create a user account with access outside his own content folder.
