I think that would do the trick.

Sounds like that would allow me to set it so that ALL users will  
ALWAYS see the list view by default but still be able to see  
thumbnails for a particular folder if they'd like.

If they or any other user view that same folder again then it will  
default back to list view.

If I'm correct in this assumption then Yes, I think that would do the  
trick.
