Numerous Web settings got moved around so that they can be customized  
for each domain (which means, by extension, that they can be  
customized for specific users, at the option of the user, or by  
virtual server name).  And because those options can now be customized  
for each domain, the old pref values from a previous version may not  
carry forward to 6.1.

So, just make sure the "Include Folder Download Link" option on the  
"Actions" tab of the "Web Settings" window is enabled.

It's worth poking around those 5 Web Settings "Appearance" tabs...  
There's quite a bit that's new and different (Thumbnail views,  
adjustable folder listing column widths, file/folder rename, multi- 
file actions, etc.).
